Acceptance criteria

• The reliability dashboard (currently in prototype) displays the metrics currently available on how reliable the INSANE process is and how performant.
• The reliability metrics backend keeps historical information on these metrics.
• The reliability dashboard can display the historical reliability information kept by the backend.
• Once the dashboard and backend are complete for 2019Q4, their existence is publicized to the entirety of the DCP.
