move-tool cannot use the mouse and keyboard to toggle the current state

on toolbar,js found "move-tool" cannot use the mouse and keyboard to toggle the selected state
Bug cause
on tools/manager.js , when use "move-tool" ,the selectTool function. received ”value“ parameter is always ”true“,

Sorry, I didn't understand the problem. You can select "move tool", you can select and unselect regions by mouse and from keyboard.
Do you mean that you cannot unselect move tool? Move tool is default tool, it's basically "no tool selected". And also all other tools can't be just unselected.
