Allow passengers to use history and location.hash

It might be nice to allow a component to update location.hash or History.  Currently, this is used by taxi and if a passenger uses history refresh will break.

Taxi has the competing use-case of being able to copy/paste a link to a particular passenger.

Any ideas for a good solution to this?
