Cancelling a crawl doesn't work

Cannot cancel a crawl

On Luke's machine the GUI won't even let him cancel a crawl. On my machine the GUI lets me cancel and it does update the crawl state, but it seems that none of the in-flight downloads are actually cancelled. It's unclear if the crawl is actually stopping at all.
