[c++] Remove dependency on codecvt

Is your feature request related to a problem? Please describe.

The fix to remove the boost dependency was to use codecvt. This, however, is a stopgap fix since codecvt is a deprecated library in the stl for newer versions of c++. This story is a placeholder to consider alternate approaches that are not deprecated.
