Installing 5.4, Databand will not install

Describe the bug
Installing software hub 5.10.0 with wsx.data integraion 5.4.0 and wsx.data intelligence 5.4.0 with the deployer wizard. All will install but Databand. Rerun the process, but does not help. Now rerunning with:
confirm_destroy: true
enableDataObservability: false

To Reproduce
I used the wizard guidance, did not proivde a password for the admin and choose software hub (radio button), accept licenses and wsx.data integration and wsx.data intelligence from the list of products. Did not select wsx.data integration as an extra option. Three installer pods are created, all failed due to Databand installation failure
