Operator to clean up PVCs

There might be a situation when PVCs hang due to the lost node, etc. We need to be able to dynamically clean them.

This can be achieved by having a controller to watch resources (PVC, nodes) and perform clean up logic based on events

Possible flow - check for PVC in stale state and query what pod use that PVC
