Customize description in push command.

It would be helpful to have the option to pass the description in the rpacli push command. The description is used by the customer to add info related to released feature or fixed issues.

@carolagirolami as it turns out, I do not have access to push to this repo anymore either - I cannot change code and push anymore. I'm sorry. IBM has removed my access it seems.
