[BUG] Fail to show any UI after first user login

Describe the bug
When IBM Notifier it is installed on a new Mac and user logs in for first time, the app fails to load correctly when it is called upon. This doesn't resolve itself until the user has logged out and back in, then IBM Notifier works as normal when called upon.

To Reproduce
Steps to reproduce the behavior:

1. Install IBM Notifier as part of Jamf Setup Manager.
2. Invoke IBM Notifier after first user login.

Expected behavior
Desired UI should appear.

Additional context
Works if installed after 501 user creation.
