Error in chat-app example? wxflows deploy fails with missing wxflows.toml

I'm trying to complete the [wxflows chat-app example](https://github.com/IBM/wxflows/tree/main/examples/tool-calling/watsonx), and the step `wx-flows deploy` **fails** with the following error:
