SQL file for database setup is out of date

After running the SQL commands to insert tables, when I then try to run the webapp it complains of missing tables (`ng_sponsors`). 

It seems like some tables are duplicated? For example, in the SQL currently I see `sponsors` and `NGAP_sponsors`
