Using IDAES extensions on el9 distributions: How to patch existing binaries

This discussion is entirely for posterity / visibility into a fix for those who want to use IDAES extensions on el9 machines but have run into an error when attempting to use the existing el8 binaries.

There is a reported bug in el9 distributions for BLAS and LAPACK symlinks: https://bugs.rockylinux.org/view.php?id=7855. As a result, the el8 binaries can experience errors or undesirable behaviors when used on el9 machines. We have not yet released el9 binaries, but there is a workaround in the meantime.

Below is the patch you can apply as a workaround to fix the symlinks. Note that this should be run in the solvers bin, and may be fragile because the system .so may not be from the 3. series.
