feature request for development: use manpack radio from AI unit

Description:

• it would be nice to unlock an AI's manpack radio automatically, so you can use it as a player.

Steps to reproduce:

• equip yourself with a backpack radio and dont share it. switch to another AI and
  try to access it.

Where did the issue occur?

• Singleplayer in the Editor

This is already possible. ACRE radios are not initialised unless they are in players inventory. Therefore, if you give the radio to a unit and set it as surrendered, you will have access to it.

We could make this easy by adding an API function for initializing specific unit's radios.
