Precedence Rules in YANG Model. Do we need to define precedence rules within the YANG model to specify how schedules from different sources or with different attributes should be prioritised?

In one of my issues I was refering to "who" as identifier of the responsible of the schedule. Maybe a precedence can be also based on the "who" (independently of any other precedence per particular schedule).

If schedules are defined as a list (keyed by name/source), then an intuitive approach to handle precedence is to add an "orderby user" statement under that list.

If sophisticated "tie-break" thing is needed for an implem to decide, then we need to agree on a clear theory of operation before.
