Template Service should work without the IMS Security setup

SNOMED International use their own security layer called IMS for all their applications but open source projects should work out of the box without needing this. The Template Service currently falls over when it contacts the terminology server if there is no authentication token.

Disable IMS security by default in the Template Service, matching the behaviour in Snowstorm.
