The id of this recipe is https://example.org/import/1 but should be:

https://iiif.io/api/cookbook/recipe/0485-contentstate-canvas-region/annotation.json

This will require also updating the various base64 encodings to something like:

We should add a note to the implmentation note to discuss the id in the annotation. If the content state is encoded and passed by value does it need an id and does it need to be resolveable?

Its probably best practice to update the ID anyway in the cookbook.
