The source doesn't alwas have the official display name available of each ATC code. Therefore they can't send each medication. Their suggestion was to change the cardinality into 0..1.
Possible alternative option is to change the cardinality into 0..1 and add an invariant that states that if the display is not available the sender shall send the Medication.code.text with the locally used display name in the electronic health record.
