Define and create CIESIN/SEDAC custom metadata block

Overview of the Feature Request
Create and enable a new CIESIN/SEDAC metadata block to cover fields not present in the current HDV/CAFE configuration. This supports complete, first-class capture of SEDAC specific metadata beyond current blocks.

What inspired the request?
During the SEDAC migration we mapped most of the fields; ~11 remain unmapped and were temporarily omitted or handled outside first-class fields. A dedicated block aligns with team workflows and improves findability.

Brand new behavior to add

• New CIESIN/SEDAC metadata block (TSV):
  • Field list based on the items identified by SEDAC.
  • Appropriate field types (primitive/compound), repeatability, and controlled vocabularies where applicable.
  • Help text/tooltip and order consistent with CAFE conventions.
• Enable the block for the CIESIN/SEDAC subcollection.

Acceptance criteria

• Finalized field list (reviewed with CIESIN/CAFE).
• TSV created and loaded locally; UI verified (create/edit, search facets if applicable).
• Migration script prepared to populate these fields from existing SEDAC source metadata (XML/HTML where applicable).
• Block enabled in production; sample post-migration QA completed.
