Configure COAR messaging to/from DASH

After the merge of PR #10490 updating the COAR Notify Relationship Announcement functionality in Dataverse / the release of Dataverse 6.9 (presumably), the Harvard Dataverse should be configured to exchange messages with Harvard DASH. (The PR has been tested against the latest DASH test instance.)

The change should be coordinated with Colin Lukens who's driving the effort from the DASH side. The Guides have information about the relevant settings to configure for Dataverse to send messages (via a PostPublishDataset workflow) and receive messages (via the LDNInbox API).

FWIW: This originated in the Harvard Data Commons project and was delayed waiting for DASH to get to a recent-enough version of DSpace.
