Feature: Dataset creation: Clients depositing data into Journal collections should see an easier workflow to identify and locate the collection

We are seeing too many deposits that belong in journals end up in the root. This requires us to move datasets, and authors often have to recreate datasets submitted to the root for review and mistakenly published.

1. When a user lands on the dataset create page, they see an option asking, " Is this deposit for a journal? Yes? Here is a list of journal collections to select from."

Or something of that nature.
