An automatically-opened new issue for the miscellaneous systems work for the next 2 week period. (the automated script for creating/deleting these issues via GitHub API and scripts is still somewhat experimental)

Among other things, I will keep track of candidate PRs to be added to the next HDV-deployed custom build of 6.10.1. So far we have:

• Customize the "Publishing" disclaimer message. Add support for multi line and links dataverse#12223 [merged]; (xhtml only - already in prod.)
• Fix Publish and Submit for Review when no files are present in Dataset dataverse#12266 [merged];
• Fix timing issue when posting guestbook response and requesting the d… dataverse#12341 [merged];
• Timezone fix in validateInternalTimestampIsNotOutdated() dataverse#12355 (merged);
• Fixed Anonymous guestbook file download via persistentId dataverse#12363 [in review] (this one is not crucial for the SPA rollout);
• properties bundle-only pr improving the submit-for-review messaging [in the works?]
• ... possibly more?
