doc/win-dev.ps1: use WinGet, not choco

doc/win-dev.ps1 unnecessarily(?) installs choco in order to install our build deps.

Use the existing(?) WinGet instead.

Keep it as-is.

IIRC, you installed build deps by yourself via WinGet. Please provide a list of the packages you installed.

I have used winget in my Windows VM that has grown over the years, but neither did I use it to install all build dependencies nor did I only install build dependencies, so that list wont help you more than just searching for the packages you need.
