[Bug] Changing dependency type updates to latest version

Current behaviour

I have a project with @koa/cors@^3.3.0 installed as a dependency. Changing it to devDependencies updates it to the latest version @koa/cors@^3.4.3 respecting range.

Expected behaviour

Changing a dependency type should not update its version.
