Implement integration to WPE Platform API

WPE 2.46.x introduces support for the new WPE Platform API, which is intended to be the primary platform integration interface moving forward. This new API will eventually replace WPEBackend-Android.

The goal of this task is to:

1. Add Android-specific WPE Platform support to the WebKit.
2. Develop and implement the necessary integration for WPE-Android to fully utilize the new WPE Platform API.

The Android-specific WPE Platform support for WebKit will be upstreamed, and the resulting patches will be backported to the wpe-android-cerbero, which is currently based on WPEWebKit 2.46.x. This backporting will ensure compatibility until wpe-android-cerbero is upgraded to a more recent WebKit version.

Upstreaming will be splitted to multiple patches
