Provider side concern: Existing systems don't include rate limit requirements. This is something very useful, often essential, to properly accessing data through URLs. This is particularly important for images, video, and geospatial data.

We have a couple tools that try to address this, along with provenance concerns: cautious-robot and distributed-downloader. The latter is for larger datasets (e.g., it was created for downloading all images for TreeOfLife-200M).
