Unable to sync secrets to github/dependabot

Feature description

I'm unable to sync secrets to dependabot in github, just to repo and orgs and environments. It would be nice to be able to sync secrets there too.

I also asked for that feature last year at Kubecon, and shared the request again beginning of this year. I cast my vote here. Without this feature, we are forced to manually copy/sync/manage the secrets for the dependabot environment, which essentially invalidates most of the advantages of using Infisical sync to GitHub actions.
