Update testing scripts to account for CMake code revamp

PR #5721 caused a new warning, CMake/UseITK.cmake is deprecated.

Description

Nightly dashboard has more details. I guess we need to update dashboard scripts to account for new recommendations.

PR #5764 cleans up the message, and is silent when ITK_LEGACY_SILENT is enabled.

If there are dashboard builds without ITK_LEGACY_SILENT enabled, then the new cmake warning should need to be added to a CTEST suppression regex.

blaster still has configure errors. The errors started with the big CMake refactoring PR on Feb 2nd. The driver script is relatively ordinary.

The error is related to enabling DCMTK. Looks the same as the issue reported here SimpleITK/SimpleITK#2513 I had just started looking into this one...

It is similar to the FFTW issue in that it is an External project that provides libraries.
