Describe the bug

Hello. Can someone tell me how I can generate custom road everywhere on plots world?
I builded custom road, and custom tree on plot, and used /p schem save road, then I used /plot debugroadregen, then (from console) /plot regenallroads plots 90, and at Google Drive I post how my console look like, and I also post schematic I'm using.

I've not been able to replicate the issue at all (using latest P2, Paper and WorldEdit (and FAWE)).

Based on the code though, what I assume to be happening is that there is in fact no issue, and that the memory-equality check on plot IDs returns true (for whatever reason) and so the HybridUtils#regenerateRoad method returns false and therefore you get an "error" even though there's no road to regenerate. I'm raising a PR shortly to address circumstances where we "error" but actually it's fine because we don't expect to regenerate that chunk anyway.
