Wrong quest text in R0C11Y27 (falsely copied from R0C10Y17)

In DFU the quest R0C10Y17 and R0C11Y27 are the same about the special substance.

Instead R0C11Y27 should be the third murder case (after ROC11Y26 and ROC11Y28). See UESP.

Also relevant for all translators, as the -LOC file should be also changed accordingly. I would make an PR myself, but probably better for somebody more knowledgable about DFU quest editing to do that (@JayH2971 ? :))

Hmm, I see. This one actually got patched out of the game (likely by accident). It seems it has some balancing problems, so I would have to do a few runs through it to make sure it works properly before I enable it. but I might as well, just for the sake of making the game complete.

Ah, now that I realize it, I don't have a working text file for R0C11Y27. I don't have a means of decoding the QBN/QRC files into TXT. If anyone can provide that first, I could start at some point.

That one is the current version, the copy of R0C10Y17. We need the R0C11Y27 that was patched out, which is the Mad Butcher quest.

Here it is. I decompiled it in 2020 using Tipton's tools, and I have vague memories of several warning or error messages. There is a lot of work to make it playable I guess.
