Nested Transactions - CIP-118 now fully defines CDDL for top level transaction and sub-transactions

This ticket tracks addition of CDDL specification for sub-transaction and tests that check conformance to specification of Haskell deserializers.
This ticket is either blocked on or has to be done at the same time as #5355
