Convert `TwoPools` `cardano-ledger-shelley-test` to an `ImpTest`

The TwoPools test is quite dated but it tests important functionality. Now that we have block submitting capability in our ImpTest framework, TwoPools can be converted to an ImpTest and ran in post-Shelley eras as well.
