[FR] - CLI cmd to check if txout meets min-utxo

As a Developer 
I want  a CLI command that tells if the **txouts** in a newly created tx meet the **min-utxo** requirement. 
So that I can evaluate the output before signing/submitting the transaction. 

**Benefit**
Helps with automations.
