Summary
The newly introduced cardano-cli node new-counter produces a counter with an empty "description field".

Steps to reproduce
Steps to reproduce the behavior:

1. Generate a new counter with a INT value of 0

Expected behavior
A non-empty "description" field in the new counter file containing the next counter value for the operational certificate should be present.

• OS Name: Ubuntu
• OS Version: 20.04
• Node version : irrelevant
• CLI version : tested on 1.35.5 and 1.35.6
