[FR] - Build docker images for all tags

It seems the 8.1.x pre release tags don't have a docker build. At least it's not uploaded to https://hub.docker.com/r/inputoutput/cardano-node/. RC releases were previously uploaded there.

It would be good if docker images could be built as well.
