Describe the feature you'd like

1. Configurable protocol versions in Babbage (to test 7 and 8) and Conway (to test 9 and ?) eras
2. Configurable epoch length in Babbage and Conway eras to assist with testing time-to-slot related stuff
3. Only use randomised open ports for nodes in Babbage and Conway configurations (to avoid conflict in CI where there is no isolation, i.e. Darwin.)
4. Testnet can be started with registered DReps (like we already have registered SPOs)
