Add a CI script to check consensus code backlinks

We want to be warned when we change parts of the code that are referenced in the consensus documentation that lives outside the source code so that we can adapt said documentation.

The scope of this task is, in principle, new documentation provided as a result of IntersectMBO/ouroboros-network#4145.
