NetworkMagic magic range check for Handshakes isn't 32bit safe

What's the appropriate behavior here. We do not support 32 bit clients at the moment, should we make some kind of dynamic check and if the machine is 32bit and the network magic is above the 32 bit Word32 max should we just crash?

We don't officially support 32bit archs, but we try to be nice to them. I am not sure if things compile and run right now though.

We shouldn't do any dynamic check in this case, but error unconditionally - this is the only way to make sure that any network will support 32bit nodes. We should double check before if all the known network to us won't fail though. Advertising such a change in the NWG is a good idea.
