Ensure existing permalinks continue to work

Specs may have links in them that must continue to work, even if we move to the new website.

We can easily create forwarding links for important URLs with a well-known Jekyll plugin (included in base GitHub Pages).

Not closing because we need final confirmation of which pages need permalinks.

However, infrastructure in place an links for main page (index.aspx), specifications, shared components are in place.

Did a bunch of work on this in the fall, adding redirects using the jekyll-redirect-from plug-in. No known issues, but some formal validation may be appropriate.

For instance, VISA specs were scattered in numerous directories -- cleaned all of that up and put them together, however links will have changed. Probably does not impact anything (?)
