[BUG] Black dye based items can be used to dye signs

Description (REQUIRED)

Coal dust, Raw carbon fibre, and Raw carbon mesh items can be used to dye signs.

Steps to reproduce the Issue (REQUIRED)

1. Give a Black dye based item.
2. Place sign with colored text.
3. Right click to sign with a Black dye based item.

Expected behavior (REQUIRED)

Black dye based items cannot used to dye signs.
