GCAM Linux build needs a configure script

It would be so much easier to build on Linux if GCAM had a `configure` script (generated by `autoconf`) to find all of the includes and libraries rather than expecting the user to set environment variables. If there is interest, I'm happy to do that work and submit a pull request.
