water area is not included in moirai outputs

This is because GCAM does not use water area. But since we added it to the spatial outputs to demeter, we should consider making it part of the standard output tables so that it is available. It would mostly be inland water area, but it will also include some coastal ocean.

This should not be done until issue #49 is resolved.
