Create a backend topology service that produces runtime and execution graphs independent of visualization concerns.

Objectives:

• Generate runtime topology models
• Generate run execution graphs
• Export node and edge relationships
• Provide topology API endpoints
• Support future visualization layers

Architecture:

Success Criteria:

• Topology data can be consumed without UI dependencies.
• Visualization becomes a pure presentation layer.
• Supports certification and operational diagnostics.

Priority: P1 after Replay Confidence and Mission Control foundations.
