TailwindCSS: Read .njk Files

In #31 we moved to eleventy as a build system for wpgbingo. Haven't yet set up tailwind to work with this new system. Will not be able to use new classes until:
* Tailwind can read classes from `.njk` files in the `_includes` directory
* `dev` command also includes watching & rebuilding css files when new tailwind classes are included
