Re-test on Windows

This framework hasn't been tested on Windows in the past year. It would be good to re-verify that everything is working. In the past we have tested exclusively with [Cygwin](https://www.cygwin.com/), but other Windows-based platforms include [MinGW](http://mingw.org/) and the [WSL](https://en.wikipedia.org/wiki/Windows_Subsystem_for_Linux).
