Add Global menu feature (application menu or kde menu)

I'm writing this because there's no related post at this moment. It has the function of the application menu that appears at the top of MacOS or KDE Plasma.

There are some investigations for like how it works at Alexays/Waybar#288.
Maybe wayland compositors also need to be supported?

From looking through that thread it looks like this isn't quite where it needs to be to easily build/ship. This isn't something I'd want to take on myself at the moment regardless, but I'd accept any PRs adding support.
