No archived public keys in jansArchJwk table #13201

Describe the bug
We are running kubernetes setup of Janssen and there are no entires in the table jansArchJwk of archived keys.
I had a quick look in the code and it seems that entires are only stored if the internal key rotation job is run. Since we run the kubernetes setup we rely on the external script for key rotation.
To Reproduce
Run kubernetes setup of janssen. No entires of rotated jwks show up in the jansArchJwk table.
Expected behavior
Expired public keys should be put in jansArchJwk
Endpoint https://jans-auth-server/restv1jwks/archived should return old public signing keys.
