Add CI (tests) + NuGet publish workflows; centralize version at 0.5.0

- .github/workflows/tests.yml: builds and runs the full test suite on every push to any
  branch (push: branches ['**']).
- .github/workflows/publish.yml: builds, tests, packs, and pushes the NuGet packages to
  nuget.org (NUGET_API_KEY secret); triggered by a v* tag or manual dispatch.
- src/Directory.Build.props centralizes the released version (<Version>0.5.0</Version>) plus
  shared package metadata, shared by every releasable Bobcat library. Projects are
  non-packable by default; the six shipped libraries opt in with IsPackable=true:
  Bobcat, Bobcat.Generators, Bobcat.Alba, Bobcat.Wolverine, Bobcat.Marten, Bobcat.CritterStack.
- Bobcat.Generators packs as a proper source generator (analyzers/dotnet/cs, no lib output).

Verified locally: dotnet pack produces exactly those six packages at 0.5.0 with correct
inter-package dependencies; full suite stays green (205 tests).
