Curate nudge event data set

Scan the Hall-D archives (logbooks, data sets, etc...) to identify "nudge" events. Record all relevant parameters into an appropriate format. E.g. a database or a dataframe. Be sure to include which diamond, location on the diamond, and beam conditions. We will need to correlate this to the integrated beam current for that spot.
