Pagination not working in production (was working fine in dev) hosting=NetSol

After uploading my client site to Network Solutions, the pagination in index.php is not displaying at all. It works fine on my dev server.
I verified that the function, joints_page_navi() is firing, but the variable $paginate_links is not being set. 

Is there maybe a disabled PHP module that would cause this?
