voip.ms应该如何去配对规则？

我的情况是通过shadowrocket 链接voip.ms来拨打电话。 遇到接通听不见对方说话的问题。

有三种情况
1） isp 1 canada , no need to use shadowrocket, I can directly hookup/connect to voip.ms no issue of using this ruler configration

2. isp 2 - esim- hk- without shawdowrocket, i am not able to register at voip.ms. however. Using shawdowrocket, I am not able to hear anything while doing a testin call by dailing 4443.... Can we fix this using your rule configration plugin? I can receive push notification without any issue

3. wifi at home, no need to using this plugin, I can do direct connection at home wifi enviroment..

请问第二种情况 如何去编写规则？
